Columbus Dispatch has an editorial about the fraud being perpetrated on Ohio voters:
Some think the governor and the House leadership purposely sent the Senate a phony budget, hoping the voters would blame Republicans for the deep spending cuts that are inevitable in the Senate-passed spending plan.
It's true that, as first introduced, the Strickland budget was more a political document than a thoughtfully crafted fiscal blueprint. But the governor surely knows that he will get -- and deserve -- the lion's share of the credit or blame for the budget that eventually becomes law. The state budget is always a three-part process, and two of those parts are now controlled by Democrats.
